The blaze was reported at 5:53 a.m. at a building at 2079 McLaughlin Ave.
The building was evacuated and 15 people were treated, although only four required transport to hospitals, fire officials said.
The other displaced residents are being assisted by the American Red Cross.
Fire crews remained at the scene as of 8 a.m.
