The Coast Guard dispatched a crew at about 7 p.m. to the area off Yerba Buena Island to help police and highway patrol officers find the person, Petty Officer Melissa Black said.
She said Coast Guard officers are searching for the alleged gunman by water as San Francisco police and California Highway Patrol officers search on land.
She said a highway patrol officer pulled over the person on the San Francisco-Oakland Bay Bridge and the person ran onto the island.
