Terrell Jackson, of South San Francisco, was booked into the Santa Clara County Main Jail in San Jose on suspicion of felony indecent exposure, felony probation violation and misdemeanor possession of methamphetamine and narcotics paraphernalia, Palo Alto police Agent Marco Estrada said.
At about 1:05 p.m. Friday, police received a report from a female victim of a man exposing himself on a sidewalk in the 400 block of Florence Street, according to Estrada.
Officers responded and detained Jackson without incident at the intersection of Bryant Street and Lytton Avenue, Estrada said.
Police learned from witnesses that Jackson had been standing in front of a business with his penis exposed to a man in his 40s, who asked the suspect to go away, police said.
The suspect refused to leave, then blocked the path of a woman in her 50s who was on her way to work at the business, according to Estrada.
The woman walked quickly past the suspect and into the business, locked the door and yelled through it at the suspect to go away, but he grabbed his exposed penis and shook it at her, police said.
The woman called police and the suspect fled on foot, Estrada said.
While Jackson was detained, officers found out he had four active probation grants out of San Mateo County for possession of narcotics and two probation grants from Santa Clara County for having illegal drugs and being under the influence of drugs, according to police.
Officers, who were permitted to search him based on his probation status, found that Jackson had methamphetamine and narcotics paraphernalia on him, Estrada said.
