Just before midnight, officers on patrol spotted numerous vehicles doing burn-outs and donuts in a parking lot adjacent to state Highway 4 at 2855 Franklin Canyon Road in unincorporated Contra Costa County.
They called for backup. Responding officers converged on the parking lot, and a total of 17 drivers were cited for active participation in the sideshow. Officers said they also impounded 17 vehicles.
The CHP said that personnel guided other drivers through the scene as they were exiting Highway 4 to minimize the impact on traffic.
