Gov. Gavin Newsom Friday issued an executive order to prevent landlords from evicting tenants who cannot pay rent because of the coronavirus pandemic.
The order comes as thousands of Californians have either been laid off from work or had their hours cut as businesses across the state have closed due to the state’s order to stay-at-home and for only allowing essential businesses to remain open.
Additionally, the order prohibits the enforcement of evictions by law enforcement and courts. Tenants must provide in writing no more than seven days after the rent is due to their landlords that the tenant cannot pay all of part of the rent.
The tenant is obligated to pay the back rent owed to the landlord once the order expires. The order takes effect immediately for tenants as the first of the month approaches. The order expires on May 31, 2020.
Many cities and counties have already issued similar moratoriums, including in Alameda, San Francisco and Santa Clara counties.

Oakland’s City Council Friday during a special meeting approved an emergency ordinance that will prohibit residential and commercial business evictions. The emergency ordinances expires on May 31, 2020 unless extended by the council.

UPDATE 5:45 p.m. Marin County has reported its first Covid-19 death. The man in his 70s was reported as the first coronavirus patient in the county on Mar. 9, and had been hospitalized for three weeks. He was a passenger on the Grand Princess cruise, according to Marin health officials.

San Francisco Mayor London Breed announced three new drive-thru testing sites that will open by next week.
The three sites are in partnership with the Northeast Medical Services and Brown & Toland Physicians.
NEMS will open two sites: one site in the Outer Sunset and another in Chinatown. Brown & Toland Physicians will open another site near Oracle Park.
Individuals will need a referral from a clinician to get tested at one of these sites.
Additionally, The City is prioritizing frontline health and public safety workers when it comes to testing for Covid-19. Kaiser Permanente and Blue Shield of California have partnered with San Francisco to prioritize testing for frontline city employees who have Kaiser and Blue Shield insurance plans
Employees can contact their health care provider if they are experiencing symptoms and tell them they are part of the priority testing group. The City is also expediting lab results for the frontline city employees.

San Mateo County District Attorney Stephen M. Wagstaffe issued a warning to residents to be aware of scams involving the coronavirus, including phone calls about home test kits, solicitation for donations and fake cures for the virus.
The county is also accepting for unopened personal protective equipment, such as N-95 masks, disposable gloves, hand sanitizer, surgical gowns and protective goggles. The public can drop off donations Monday through Friday, 9 a.m. to 5 p.m., outside of the Maple Street Correctional Facility, 1300 Maple Street, Redwood City.
Menlo Park officials have taken additional steps in closing recreational areas throughout its parks in order to slow the spread of the virus. Officials Thursday the closure of all park restrooms, basketball courts and tennis courts.

Santa Clara County Superior Court Friday in a press release said they will not process any legal or holding court proceedings that would end up in a result of a person being evicted from a residence or commercial property.
The court said the proceedings are not identified as an essential function for courts. Additionally, delaying eviction proceedings fall in line with the county’s order to prohibit evictions of tenants through May 31, 2020.

Solano County health officials announced Friday that all county public parks and public access to Solano Land Trust will close on Friday starting at 6 p.m. to preven the spread of the coronavirus. The list of closures include, Belden’s Landing Water Access Facility, Sandy Beach County Park, Lake Solano County Park. Rush Ranch Open Space, Lynch Canyon Open Space Park and Jepsen Prairie Open Space.
