Man suspected of killing 12-year-old girl in hit-and-run surrenders to CHP

The suspect in a hit-and-run collision that killed a 12-year-old girl in Castro Valley on Monday afternoon surrendered to authorities on Tuesday morning, a spokesman for the California Highway Patrol said.

Joshua Byrne, 24, of Hayward, who formerly lived in Castro Valley, was accompanied by an attorney when he turned himself in at the CHP’s Castro Valley office at about 8 a.m., according to CHP Officer Gabe Walters.

Byrne will be booked at Santa Rita Jail in Dublin on suspicion of felony hit-and-run and vehicular manslaughter, Walters said.

The case against him will be presented to the Alameda County District Attorney’s Office soon for charging, according to Walters.

Authorities identified the victim in the collision at Manter and Crow Canyon roads at 3:27 p.m. Monday as 12-year-old Lana Carlos of Castro Valley.

The CHP said Carlos was in the crosswalk with another girl when a lifted, black Ford F-150 truck traveling west on Manter Road turned south onto Crow Canyon Road and struck her.

Walters said the suspect, later identified as Byrne, stopped, looked and drove away from the collision.
