He initially went missing around 3:30 a.m. after he and a small group of friends staying at a nearby hotel went to the beach and two of them decided to go in the water, Pacifica police said.
After they got about 50 feet from shore, they realized Collins was missing. The friends searched the beach and surrounding area for about 45 minutes before calling authorities, police said.
Police, firefighters and U.S. Coast Guard crews responded and have searched for Collins all morning with no success. The Coast Guard is using both an aircraft and boat in the search.
Pacifica police have released a photo of Collins, who is described as a white man who is 5 feet 7 inches tall, about 160 pounds with brown hair. He was last seen wearing black boxer shorts, according to police.
