Teen killed by car in Oakley identified
A teenage girl who was fatally struck by a motorist while walking in Oakley on Tuesday afternoon has been identified by the Contra Costa County coroner's office.

A teenage girl who was fatally struck by a motorist while walking in Oakley on Tuesday afternoon has been identified by the Contra Costa County coroner’s office as 15-year-old Roshel Madlangbayan.
Madlangbayan and another 17-year-old girl suffered critical injuries when they were struck by a station wagon on East Cypress Road in the vicinity of Bethel Island Road, according to Oakley police.
Police responded to the report of the collision at about 2:45 p.m.
and found the victims. Madlangbayan died at the scene and the other girl was flown to a hospital in Oakland for treatment.
Investigators believe the girls were walking west along the curb-line on East Cypress Road in an area with no sidewalk.
The driver, who witnesses said had been driving erratically, struck both girls and went off the roadway, coming to rest roughly 150 yards away in a field, according to police.
Officers detained the motorist after the incident and investigated whether drugs or alcohol were factors in the crash.
