The outage started at 4:50 a.m. and PG&E is still investigating what caused the outage, PG&E spokeswoman Tamar Sarkissian said.
Police reported that power was out in the Grimmer Boulevard and Blacow Road area, according to police.
Signal lights were out and police were asking motorists to treat intersections as four-way stop signs.
