Bicyclist killed by alleged Portola speeder identified

A bicyclist who was killed in a collision Monday morning in San Francisco’s Portola neighborhood has been identified as 63-year-old Franklin Ling, according to the medical examiner’s office.

Ling, a San Francisco resident, was riding north in the 500 block of Goettingen Street shortly before 10:15 a.m. Monday when he was struck head-on by a southbound gold sedan, according to police.

The sedan’s driver, 26-year-old Erick Mendez, was allegedly speeding and traveling on the wrong side of the narrow street, according to police.

Mendez, who stopped at the scene to render aid to Ling, was arrested on suspicion of felony vehicular manslaughter with gross negligence, according to police.

Mendez remained in custody as of this morning with bail set at $300,200, according to jail records. He was also being held on suspicion of failing to drive on the right and driving at an unsafe speed.
