The incident was reported around 10:50 a.m. on the top-level parking lot by the JCPenney store off Contra Costa Boulevard, near Interstate Highway 680.
Responding officers found several bullet casings at the scene, but no injuries were reported as a result of the shooting.
The suspects are described as four black men in an older 4-door sedan. The vehicle may be tan colored, according to police.
The shooting remains under investigation. No further details were immediately available.
